The Eutropian Commission intends
the Eutropolis tertiary education system to be a model for tertiary education
systems throughout Eutropia. In order for this to be the case, education
and training in the new Eutropian capital must depart radically from the
educational methods which reigned during the past century. The Eutropian
Commission is convinced that the educational system of the 21st century
will be characterized by the disappearance of many kinds of traditional
borders:
- The traditional idea that
most learning should take place during childhood and adolescence will
disappear. Just-in-time learning and
life-long learning will be the
rule rather than the exception.
- Similarly, learning will
no longer be confined to traditional locations. Education and training
will be available wherever and whenever learners want to take advantage
of it. State and privately owned education providers will compete for
students. Distributed, WWW-based
learning will provide an increasing share of all learning opportunities.
- Traditional boundaries between
disciplines will disappear. Narrowly-defined, highly-specialized knowledge
will decline in importance and interdisciplinary fields (e.g. Microsystem
Technology, Comparative Literature) will gain in importance.
- Learning will cease to be
treated as the accumulation of theoretical knowledge and will be increasingly
combined with the practical application of that knowledge. Work and
study will be inextricably interwoven.
- The boundary between learning
and pleasure will disappear. Learning in this new universal and ubiquitous
form will be fun. "Edutainment"
will become so pervasive that all educational providers will feel its
influence. The Eutropian Commission considers the intelligent use of
modern information and communication technologies to be an important
key to the establishment of this modern education system.
The Commission therefore announces
a Call for Proposals, in which Eutropian information technologies
consultancies and firms are asked to develop and submit a design plan
(including a feasibility study) for the Eutropolis tertiary education
system's information infrastructure. The winning proposal will be fully
consistent with the needs of the tertiary education system being designed
by the Task Force on Education and Training in Eutropolis
(TaskFETE). For this reason, it is extremely important that proposers
work closely with the Task Force and its members to ensure that the Task
Force's final report and the technical consultants' proposals reflect/embody
the following:
- the vision of the Eutropian
Parliament's Resolution Calling for the
Establishment of a New Eutropian Capital;
- the expectations of the
Eutropian Commission regarding current needs and trends as well as future
developments in tertiary education (see the ICT
White Paper);
- the optimal use of current
information and communication technologies, combined with an open design
that supports anticipated future developments,
Completed proposals
are to be submitted to the Task Force by Friday, 19 November, 1999,
for discussion at the teleconference on Monday, 22 November.
